Guide for Participating in Court Proceedings via Zoom for Dept 63:

  • After joining the meeting and checking in with the clerk, please mute your audio when not speaking. This helps keep background noise to a minimum.
  • Be mindful of background noise when your microphone is not muted. Avoid activities that could create additional noise, such as shuffling papers.
  • Position your camera properly if you choose to use a web camera. Be sure it is in a stable position and focused at eye level, if possible. Make sure everything visible in the frame is appropriate for an appearance in court.
  • If a confidential session becomes necessary it is incumbent on you to ensure you are able to participate from a private location so that unauthorized people cannot overhear or see the proceedings.
  • Chat is enabled for the sharing of documents among participants and the court and to allow attorneys to communicate individually with each other or their clients only. No chat messages should be sent privately to the court as it would amount to an unauthorized ex parte communication. Neither should chat messages be sent to all participants unless directed by the court.
  • The recording function has been disabled. Remember, the prohibition against recording court proceedings, even remote ones, remains.
  • Be patient. Check in will take more time and the experience from those who have tried this before is that proceedings are a little slower generally.

Tentative Ruling: NO APPEARANCES REQUIRED. Due to the death of the conservatee, the Conservatorship of the Person of Floyd Erickson TERMINATED by operation of law, pursuant to Probate Code section 1860(a). 

The case is DISMISSED.

 

  1. Conservatorship of Strobel

    Review

Tentative Ruling: NO APPEARANCES REQUIRED. The conservatorship shall continue without modification, except that the Public Defender is appointed as counsel for the conservatee.  A copy of these minutes shall be provided to the Public Defender by the court clerk.

The court investigator assessment fee is waived pursuant to the Order granting the Request to Waive Court Fees, filed on August 4, 2026.

The matter is SET on the  October 29, 2026, case management conference calendar, at 3:00 p.m. in Department 63, for status of petition to transfer venue. If a petition for transfer of venue to Alameda County Superior Court is filed at least seven (7) days prior to the hearing, the matter will be dropped.

  1. Limited Conservatorship of Jeffrey Rosaaen

    Review

Tentative Ruling: NO APPEARANCES REQUIRED. The Sonoma County Public Defender is appointed as counsel for the conservatee.  A copy of these minutes shall be provided to the Public Defender by the court clerk along with a copy of the Court Investigator’s report filed July 1, 2026.

The matter is SET on Thursday, November 12, 2026, at 3:30 p.m. in Department 63 at which time the Court will terminate the conservatorship unless a party demonstrates good cause to do otherwise.  Any such offer of good cause must be filed and served at least 10 days before the hearing.

The Court tentatively finds that it is in the best interests of the conservatee to terminate the limited conservatorship as the co-conservators are not performing their duties as conservators, including failing to authorize needed medical care for the limited conservatee. If terminated, the regional center has indicated they will continue to advocate for the limited conservatee and have the power to authorize needed medical care.

The limited co-conservators are directed to file and serve the following documents prior to the next hearing:

  1. Notice After Change of Residence of Conservatee (Judicial Council Form GC-080), providing updated contact information for the conservatee.
  2. Notice of Change of Address or Other Contact (Judicial Council Form MC-040), providing updated contact information for the limited co-conservators, Karen A. Rosaaen and Matthew Rosaaen.

The forms must be served all the required parties, including the Sonoma County Public Defender.

The co-conservators may wish to contact the Family Law Facilitator’s Office for assistance with these documents at no charge.

The limited co-conservators are directed to pay the court investigator assessment of $600.00, within 30 days, payable to the Sonoma County Superior Court. Please include the case number and name of the conservatorship and send payment to the Probate Clerk’s office.  However, if a fee waiver, based on the financial situation of the conservatee, is granted within 30 days, the fees shall not be payable.

 

  1. Conservatorship of Nicholas Luna

    Termination of Conservatorship

Tentative Ruling: NO APPEARANCES REQUIRED. Due to the death of the conservatee, the Conservatorship of the Person of Nicolas Ojeda Luna TERMINATED by operation of law, pursuant to Probate Code section 1860(a). 

A final accounting is waived. The conservator of the estate is discharged.

  1. Conservatorship of Gerald Charles, Jr.

    Termination of Conservatorship

Tentative Ruling: NO APPEARANCES REQUIRED.  Having reviewed the Memorandum of Court Investigator, filed on August 18, 2026, the Court finds that the conservatee no longer meets the criteria for a conservatorship of the person, as it is not the least restrictive alternative and the current LPS conservatorship is the least restrictive alternative. The probate conservatorship is terminated forthwith and letters revoked.
